Un commissario per l’emergenza siccità e una cabina di regia per far fronte agli interventi a medio lungo termine per affrontare un problema che ormai è diventato cronico. Il braccio di ferro tra Fratelli d’Italia e Lega si conclude così: Francesco Lollobrigida scrive le competenze e la durata del nuovo plenipotenziario contro la siccità, che rimarrà in carica fino al 31 dicembre di quest’anno (con la possibilità di rinnovo), Matteo Salvini decide il nome. Rimuovendo così le sue perplessità sulla figura unica.
Salvini valuta i nomi di possibili commissari fra politici e tecnici: nel primo caso, le ipotesi che circolano sono quelli dei sottosegretari Vannia Gava o Alessandro Morelli. Anche se non è escluso che sia lo stesso segretario del Carroccio ad assumere l’incarico. Ed è, questa, la soluzione più gradita a Lollobrigida.
Quel che è certo è che il percorso è definito. In queste ore i tecnici dei ministeri interessati – alla riunione di ieri c’erano anche Roberto Calderoli, Raffele Fitto e Nello Musumeci – stanno mettendo a punto un maxi-decreto che potrebbe andare in Consiglio dei ministri martedì prossimo.
Oppure, la soluzione potrebbe arrivare in due tappe: la semplificazione amministrativa e le nuove regole sull’emergenza idrica prima, e la nomina del commissario una settimana dopo.
La mediazione raggiunta è sui tempi limitati della durata del commissariamento — fino al 31 dicembre con possibilità di rinnovo — e nel «perimetro molto circostanziato di competenze». Il commissario avrà ampi poteri per agire sulle aree territoriali a rischio elevato e potrà sbloccare interventi di breve periodo come sfangamento e sghiaiamento degli invasi di raccolta delle acque, aumento della capacità degli invasi, gestione e utilizzo delle acque reflue, mediazione in caso di conflitti tra Regioni ed enti locali in materia idrica, ricognizione del fabbisogno idrico nazionale, operazioni di desalinizzazione.
Verranno ripulite e svuotate le dighe, che sono oltre 500 e che potranno costituire così una fonte d’irrigazione urgente nei momenti di maggiore necessità. […] Senza fare ricorso al razionamento, che comunque rientra nei poteri degli enti locali. L’allarme è risuonato da tempo a Palazzo Chigi.
